Generic CDMSProvider using unified model for station data only #48
Description
Create a pygeoapi provider called CDMSProvider for returning only station data using OpenCDMS's initial unified model. The pygeoapi user would be able to configure this to work with Climsoft, MCH, CliDE or MIDAS and results will be returned only for the CDMS specified in the confiuration.
