We currently state general requirements for issuance and presentation in sections 4 and 5 and then introduce subsections for different variants like redirect-based or DC API based. This makes it hard to reference the general requirements, since section 5 would include all subsections.
To make it easier for readers and especially references, we might want to move the general requirements to subsections (e.g., Section 5.1).
