Adding different tendl library versions to the depletion script

Hi all

I am keen to add the option of generating depletion chains for different versions of TENDL. Currently the TENDL depletion script makes use of 2019 data. I would be keen to use the latest 2021 TENDL release but not prevent the processing of TENDL 2019 version.

I was thinking of including a dictionary of release info and args in a similar manner to the generate and convert scripts.
