refactor(build): refine github actions

- no need to run gh-pages deploy on pull requests as htmltest will
  exercise publishing the site to check links
- add continue-on-error to htmltest for now, there are a few false
  positives especially with farther away sites in Australia / Asia
  http://geomodeling.njnu.edu.cn/ appears to be completely down atm
