[Feature]: Disable monitoring from CheckCle server.

Feature Description

It seems whilst you can assign a Regional monitor to a check you can't de-assign the default instance, this may be desirable in cases where the server can't reach the monitored target but the regional agents can.

Motivation

Monitoring a device that isn't directly reachable from the main server, e.g a router's internal interface or device on the site lan.

The default regional of uptime monitoring agent is currently built-in along with other operational check services and cannot be assigned separately.

Hence the feature request to fully delegate the monitoring of certain endpoints to regional agents, and then have the main site handle the data aggregation and alerting.
