Pagination support for tagging

What would you like to be added?

The spec defines a pagination mechanism that doesn't appear to be implemented by Registry at the moment: (just has ContainerRef argument here). We would just need to add n and last query params to the getTags method.

Why is this needed for ORAS?

Allow listing tags with pagination in cases where 100+ tags are assigned to an artifact.

Since they are optional I would just add a new method with param.

Also apparently we need to check the link if present.

Not sure if the SDK should follow pagination and return all tags with query param.

We should check the go SDK and have same behavior
