We should publish .tar.gz with both release and debug configurations

Right now .tar.gz is only published in a debug configuration called release

It seems like for RPM and deb this is toggled via set(CPACK_RPM_DEBUGINFO_PACKAGE ON) (and a similar one for debian). What I can't figure out is how to get cmake to generate a separate release and debuginfo for the tar.gz.

I could expand the tar, strip the debug symbols from osqueryd, and then repackage the tar but that seems like the wrong path.
