Add Accept/Reject Buttons for Suggestions

Description

Provide moderation buttons (Accept/Reject) that target a given {resource}/{suggestion}. This should be a reusable object that propagates for admin users in the dashboard to perform these actions on a given suggestion.

@RaulBSanchez I see you asked this last week (sorry for missing it!), but I think we need a new page for Suggestions (right now I think we just have Resources) where those two buttons will live.

Sounds like this page would need to be a like a hierarchical view? May need some additional input from @lxh5395 on whether this has a design already, and @gcardonag @vontell as to whether that requisite page as described on #23 aligns with something we can actually create based on how resources and associated suggestions are stored in Supabase.
