as of prebid 10, especially for users of the storage control module, users should be able to see the disclosed keys on download

Context

• IAB vendors have their disclosures here https://vendor-list.consensu.org/v3/vendor-list.json as an URL
• Non IAB vendors are hardcoded in prebid and should be surfaced in the docs

💡 Ideas

Adding a new meta data field device_disclosure_url that points to the json file.
