List features Devnet will and will not include

For internal clarity and public phasing launch we need to document the following:

• List of features that Protokit and Starter will include upon launch of Devnet
• List of features that will NO be included upon launch of Devnet
• Know issues that must be informed upon launch (for example, that fundamentally protokit supports appchain to appchain communication by default, but will not be tested for devnet)
