Research the possibility of Blazer permissions based on User role

We want to see if it is possible to limit the actions that users can take in the Blazer interface based on their role in the application. The potential workflow would look like this:

A User with an admin role could create, edit, view and delete queries made by themselves or other users within their organization.
A User with a user role could create queries for their organization and view queries created by themselves and other users in their organization. They can not edit or delete queries.
