[BUG]: Cancelling a fulfilled request returns a validation error

Current Behavior

When I see a Fulfilled request and I click on the 'Cancel' button, I get a validation error:

Expected Behavior

If there is a validation error preventing fulfilled requests from being cancelled, the UI should not show the 'Cancel' button.

Steps To Reproduce

1. Go to the Requests view
2. Click to View a Fulfilled request
3. Click on 'Cancel'
4. Verify the validation error is raised

Criteria for Completion

1. Go to the Requests view
2. Click to View a Fulfilled request
3. Verify there is no 'Cancel' button for fulfilled requests
