`intro_template` is ignored

seems to have no effect

Where did you add this configuration? By default changelist only looks for configuration in the remote repository. If you modified the configuration only locally, you need to point changelist at it explicitly with the --config pyproject.toml option.

If I do that, the config above is honored.
