BUG: Mergeability of Open PRs panel is broken

It looks to be fine for sklearn, but certainly broken for a few others.

Thanks @bsipocz , this is a known issue with the GraphQL query... it seems mergeability is computed on-the-fly at request time and it doesn't seem to work particularly reliably. I've left the UserWarning in there so that readers should be aware that the info is not reliable, but it'd be better to fix on the query end!

Thanks for bringing it up - this is certainly something that could be improved, perhaps by someone interested in looking more deeply at the GitHub GraphQL API. FWIW the code for the queries that generate the data used here live here: https://github.com/scientific-python/devstats-data
