Create a CRIS importer #29
Description
@mrengler found out that we can use the CRIS database to augment the ScrAPD entries (see https://github.com/scrapd/scrapd/issues/75 for reference).
Therefore we can create an importer that would augment existing entries, similar to what we did with the Socrata Importer (#25, #28).
