Camera turns back on after turning it off

Expected Behavior

After running a turn video (off v) block, the camera stays turned off.

Actual Behavior

The camera turns on without running a turn video (on v)

Steps to Reproduce

Turn off the camera with the Face Sensing extension loaded, then switch to a different sprite in the editor or click the See Inside button.

Steps to reproduce the behavior:

1. Go to 'https://scratch.mit.edu/projects/editor'
2. Add 'Face Sensing' extension
3. Add 'Video Sensing' extension
4. Make a turn video (off v) block and click it
5. Switch to another sprite,
   or go to the project page and click See Inside
   --> the camera turns on

The camera also turns on after reloading if the project is saved so that it contains both face sensing and video sensing blocks and the camera is turned off, but that's temporary and it turns off quickly
