Step 1 has two activities now. When the first activity is done, the workflow 1-create-beta-release.yml will update to 2 in STEP and README.md.

Separate Step 1 into two steps.
1 → 1, 2
2 → 3
and so on.
Describe alternatives you've considered
Change 1-create-beta-release.yml into a workflow that checks two activities.
