Replace `skip android emulator` with Android CLI

At a minimum, we should probably rip out our implementation and make it wrap Android CLI.

(Maybe we don't need skip android emulator at all any more…?)

Very interesting! Once it lands in Homebrew (which they allude to at https://developer.android.com/tools/agents/android-cli/release-notes#version-1-0-may-2026, but which is not yet listed as an install options at https://developer.android.com/tools/agents/android-cli/download) we can consider adding it as a dependency and switching over to using it (assuming there is some way to disable their telemetry/analytics).

If you go to https://developer.android.com/tools/agents/android-cli/download and click the dropdown, you can select Homebrew there.

We distribute Android CLI through a Homebrew tap. Make sure that you have Homebrew installed before proceeding.
