Allow PlanUpdateChunk to accept an open or expanded boolean to control the initial render state of the plan widget

I know Block Kit doesn't have an initial state attribute. This would obviously need to be introduced first.

WHY: A tasks board allows the user to follow along what the agent is doing. Having to constantly open the task board becomes friction. Depending on use-cases, the bot should be able to control if the tasks plan drop down is initially opened or not.

This seems like a feature request but I'm not sure what you mean by "tasks board", is this a request for a flag that forces the Task card block to remain constantly open?
