Feature request: Remove top bar ad banner

There is the occasional notice posted on the network. Here's an example:

While this can be removed after clicking on the X, some people might not be interested in additional SE advertising. Is it possible to add an option to remove this banner automatically? This would fall in line with removing other document elements like the blocks in the sidebar. This could fit under the Appearance category.
