Add http mocks to tests

We ought to add mock responses for testing api success and failure. Looks likepytest-httpretty provides a @pytest.mark.httpretty for httpretty. Dunno if there are other tools ppl prefer.

Have some httpretty tests for the congress api, but they are commented out because they cause subsequent tests to fail.
