Would it be possible to allow 2 levels of compliance?

• Streaming compatible compliance which makes supporting 2 problematic items in the Toon spec optional - and for many people, they are undesirable

• I guess this is a continuation of Streaming support toon#131 but what I'm wondering is if there could be maybe an optional header in the Toon Document that declares if the non-streaming features are used - potentially allowing parsers to decide on whether to stream or not
