Permissions Management

Re-do perms to use a text-blob in the db.  This will allow for almost infinite perms.  Perm will be based similarly off of string position, instead of bit position.  Alter perms table to "disable" a permission.  Add part to permissions management to allow a sys-admin to disable permissions.
