There doesn't appear to be a problem with the code per se. I've tested on Windows under Strawberry Perl and Cygwin; Googling around I found this conversation on PerlMonks that suggests Windows can be set to disable 8+3 filename creation.

It's a bit of a knotty one; on the one hand, you could close off the issue as a Windows pathology. On the other, maybe win32_space_be_gone should be replaced by a quoting function that will work with long filenames.
