Window controls being covered by the the top positioned taskbar.

I know that this is an issue which existed even in windows 10, but I wish this could be somehow fixed. Sometimes when opening up a window on fullscreen the top taskbar covers the top bar of the window which contains minimize, fullscrenn X etc. Usually when this happens a gap of the size of the taskbar is present under the window. In sort the window acts as if the taskbar is at the bottom.
