Add jest support from deck.gl-community

• deck.gl-community now has full support for jest locally and on CI.
• It would be nice to get this upstreamed into dev-tools so that we can gradually start migrate our stale and slow tape tests in other repo.s

is this still relevant not that we have vitest?

The idea is that we would make dev-tools include support for jest type test cases so that we don't have to maintain an extensive config in each repo.
Since community repo was first to migrate from tape it would be a good example.
We could change the title to say vitest instead of jest.
