How to configure pre-commit hook without staged?

Every time vp install triggers vp config, autoconfigures vp check --fix and adds vp staged command to pre-commit file. I don't want to check staged files. How to avoid it and keep only my pre-commit file? I guess running vp config is required to install the hook.
