Upgrade to `zarrs` `0.23`

I noticed that ChunkRepresentation requires ownership over its arguments which means we copy per-chunk. Not sure what would go into making that a reference,

I've resolved this now in zarrs, most usages of ChunkRepresentation have been replaced with the components individually borrowed. Maybe you want to look into that again?

Yes @LDeakin you were right on track, read my mind, looking at that PR. My "branch locally" ended up being that one actually because I started seeing so much overlap. Yours is cleaner and can go in faster. I still have a few things I want to resolve over there.
