The "Run Tests" CI checks failed after @babel/plugin-transform-modules-systemjs
was updated from 7.25.9 to 7.29.4.

Root cause: The Babel plugin update indirectly triggered a dependency resolution
change in yarn's hoisting algorithm. The devDependency release-it@15.11.0 requires
execa@7.1.1 (an ESM-only package), and yarn's hoisting caused testem to resolve to
this ESM version instead of the CommonJS-compatible execa@1.0.0 that testem requires.
This resulted in "require() of ES Module" errors when testem tried to load execa.

Fix: Added a yarn selective dependency resolution `**/testem/execa: "^1.0.0"` to
force testem to always use execa 1.x, preventing the ESM/CommonJS incompatibility.

Risk: Low risk - only affects dependency resolution for testem's execa usage,
ensuring it gets a compatible CommonJS version. No application code changes.
