[RSM] Make AI Agent Access toggle public

Proposed changes

• Register jetpack_ai_agents_enabled for regular Jetpack site owners instead of only proxied rollout requests.
• Show the AI Agent Access opt-in control on public sites while keeping private sites ineligible.
• Remove proxy-rollout-only tests/helpers and update coverage for the public-release behavior.

Testing instructions

1. Install this on your sandbox or Atomic/JN site
2. Access your site using non-a11n account and turn off proxy
3. Go to Jetpack Search
4. Verify you can see AI Agents toggle

• To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (Jetpack), and enable the add/ai-agent-access-public-release branch.
• To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack add/ai-agent-access-public-release
