Onboards a new ERC-20 token, GoQXMP (QXMP Reserve Stablecoin), across BitGo statics.
Adds the mainnet token (eth:goqxmp), its testnet variant(hteth:goqxmp), and staging variant (hteth:stggoqxmp), and corresponding OFC entries (ofceth:goqxmp, ofchteth:goqxmp, ofchteth:stggoqxmp).
