What was implemented

Implemented only_owner modifier.
Implemented increase_count() to increase the state variable count.
Implemented reduce_count() to reduce the state variable count.
Implemented get_count(), a view function that returns state variable .
Implemented get_owner(), a view function that returns contract owner.
