Add hispec tracking camera instrument and stub out functions

• Add new hispec_tracking_camera instrument module using the Archon controller.
• Add stubbed readout and expose commands
• Add TRACKING exposure mode as a placeholder
• Moved instrument to submodule

I see a CMake also lives in hispec-tracking-camera
Are we imagining building it via CMake from camerad top level which then includes the CMake in hispec-tracking-camera?

@prkrtg Yes, the build is driven from camera-interface/camerad, and the instrument repo provides a CMake fragment that camerad includes.
