v2.4.0 for DevExpress VCL 24.2.7 and Delphi 13 Florence support

This pull request updates the project to support Delphi 13 Florence with DevExpress VCL 24.2.7

I don't know if these are the only changes needed, but seems to get the job done.

DXAutoInstaller does not support the Win64x Modern compiler. Is it possible to provide for this in future versions?

I'm not sure. I'm not one of the original maintainers of the project. Maybe @leandrogehlen or @WouterVanNifterick could answer this for us? This PR aims to update the installer to the latest Delphi/DevExpress VCL version.
