docs: sync public skill snapshot

Summary

Sync the public Quantex CLI skill supported-agent snapshot with the current CLI catalog and align the Simplified Chinese README maintainer validation commands with the English README.

This fixes documentation drift found by comparing skills/quantex-cli/references/command-recipes.md against qtx capabilities --json.
