- Created an empty `main.tf` containing `terraform {}` to resolve "No configuration files" error during `terraform init/plan` steps in CI.
- Updated `.github/workflows/terraform.yml` to use `hashicorp/setup-terraform@v3` instead of `v1` to resolve Node.js 20 deprecation warnings and `set-output` deprecation warnings on GitHub Actions runners.
