test: stabilize annual planning browser review flow

Summary

• isolate annual-planning Playwright runs onto dedicated local frontend/backend ports so the browser slice no longer reuses ambient 3000/8000 dev servers
• align the mocked annual-planning review-flow spec with the current policy-layer UI and keep local admin bootstrap on the shared Playwright API port
• update TODO, CHANGELOG, technical-debt notes, and add a planning note for the browser-confidence actualization
