Explanation of Change

Upgrades eslint-config-expensify to a version that includes reportUnusedDisableDirectives: 'error' in the base config, removes the local override in eslint.config.mjs that previously disabled this check, and auto-fixes all ~1100 stale eslint-disable directives across the codebase.
