Package Metadata Refresh

Hi, I started going through all the FreeCAD addon
manifests and try to fill in whatever might be
missing so the addon manager is a bit more usable.

I:

• Added an editorconfig for the manifest to keep it more consistent
• Added stubs for things that currently don't have any value ( icon , discussion url , .. )
• Added the readme url , author tag
  upon other things

Btw since the github pages that were deployed once
aren't used , I'd recommend turning the deployments
section off , same for the packages.

• Add some tags to the repo

Also , the README doesn't render properly
with the table at the bottom:
