add uv workflows and sample project

Notes:

• chose to create parallel versions of the workflows. This results in more and redundant code, but less complicated switching logic if we used an argument to switch between python and uv
• poetry no longer supports py3.9 and neither do our projects. Removed py3.9 and added py3.12 and py3.13 support
• changed default python versions for testing to 3.10-3.12 (was 3.9-3.11)
• regression in Node 22.22.2 caused node tests to fail; node version was pinned. https://blog.path-finder.jp/troubleshooting/how-to-fix-npm-error-cannot-find-module-promise-re/, Possible NodeJS 22.22.2 regression when installing latest NPM nodejs/node#62425. Unpin when 22.22.3 is released.
• does not include deploy to aws workflow
• tests fail due to reference to non-existent workflows on main branch, but checked that they pass when pointed to this branch
