Add stable version of NonStatGEV.

Main changes in this version:

  • Use Numba to speed up code. (Probably need to include in requirements)
  • Improving the computation time of return periods (still being slow with covariates)
  • Changes in some plots.
  • Add summary method to see the fitted results.
  • The function _search was removed and replaced by Numpy functions.
  • Add log info for debug.
