Adjusts the GitHub Actions publish workflow to better handle a Bun-managed repo while still publishing to npm with provenance.

Changes:

• Adds COREPACK_ENABLE_PROJECT_SPEC to the publish job environment.
• Reworks the “Update npm” step to use Corepack commands instead of npm install -g.
