Create GitHub Actions workflow for provisioning AWS resources, including EC2 instances for frontend and backend, and a VPC to ensure infrastructure scalability and isolation, using Terraform. Additionally, implement a second workflow to destroy these resources using AWS CLI due to Terraform's limitation in resource destruction without a tfstate file.
