2025 repo updates
Forgot to switch my local off my fork
- updated the phoenix.repos for proper directory name - added the launch file for RC ack - updated common launch for the RC. - TODO correct the launch the launch parameters. they dont work idk why

- remapped gps topics to match - added in imu frame for tf2 tree - over wrote imu0 to use defualt covarance matrix - this is because navsat needs non zero covarance - idk why just put the gps cord in the frame lit bro

I opted to keep poly planner an road detectors in case of a failure at competition with the new system. Including but not limited too GPS failing due to weather, etc.
added in frames for vectornav, imu
