This makes CI runs more robust by honoring GitHub limits. Since GitHub Action workers only have two dedicated CPU cores, we should limit parallelism to `--parallel|-j 2`. Oversubscribing to more threads leads to instable CI runs that are shut down in irregular intervals by the runner's host.
