`check_*.py`) and the `setup-python` composite action. Remaining work is
convergence cleanup, not initial extraction:

- The QA scripts are currently duplicated under both `.github/scripts/` and
`scripts/`; the canonical location still needs to be settled.
- Some scripts and reference files may still carry resume-specific package
names, paths, build flows, or artifacts to scrub.
- The current plan assumes external composite actions will power CI, but that
conflicts with the stated goal that local and CI should run the exact same
downstream scripts.
