## VSAP Architecture and Certification Links
2+
3+
The new Los Angeles County voting system, VSAP, was recently tested and
4+
certified by the California Secretary of State. The testing and certification
5+
documents seem to be the only publicly provided documentation on the
6+
software and system architecture. The testing reports also bring up some
7+
issues found, and there is a response from the counties and analysis by the
8+
Secretary of State Staff.
9+
10+
The certification documents for VSAP also illuminate the process of
11+
certification, and reference the California Voting Standards Document. These
12+
are relevant for any open source voting system to be used in California.

voting systems used in California. The reports of testing procedures

### Significant Test Reports
29+
30+
The following certification documents are significant for understanding VSAP
31+
architecture and the issues found in testing, and the testing process itself:
32+
33+
* Functional Test Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-func.pdf>
34+
35+
Describes the overall system architecture, the testing process, and issues
36+
related to the sections in the CVSS
37+
38+
* Software Test Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-sw.pdf>
39+
40+
Describes the system and software architeture, software components (e.g.
41+
open source libraries), testing and review process, and issues found
42+
referenced to the CVSS sections.
43+
44+
* Security and Telecommunications Test Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-sec-tel.pdf>
45+
46+
Describes the system architecture and testing for security vulnerabilty
47+
issues.
48+
49+
* County Response to Testing: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/la-cert-response.pdf>
50+
51+
Contains the County and developers response to the issues found in the
52+
consultants testing reports.
53+
54+
* Staff Testing Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-staff.pdf>
55+
56+
Summarizes the testing and test results with issues raised, responses, and
57+
significance.

59+
- Addendum: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap20-staff-add.pdf>
60+
61+
Other reports are of interest in understanding testing for usability,
62+
accessible voting, and load testing as is relates to requirements:
63+
64+
* Accessibility Testing Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-acc.pdf>
65+
66+
Describes the testing process for usability for normal and special needs
67+
voters and results found. The attachments provide the details survey
68+
results for testers recruited from the public.
69+
70+
* Volume Testing Report: <https://votingsystems.cdn.sos.ca.gov/vendors/LAC/vsap2-vol-log.pdf>
71+
72+
Describes the load and reliability testing process and results.
73+
74+
### Lawsuit on Usability
75+
76+
There is a lawsuit against LA County for a usability issue in VSAP-- the
77+
candidate selection screen can only show 4 candidates, and the plaintiffs
78+
claim people might not see and vote for candidates on subsequent pages.
79+
80+
* News article on the lawsuit: <https://laist.com/2020/01/23/beverly-hills-files-lawsuit-sues-la-county-over-ballot-design-skip-candidates.php>
81+
82+
Contains a summary of the issue and complaint, the text of the lawsuit, and
83+
a response from the county.
84+
85+
* News article on the VSAP certification: <https://laist.com/2020/01/16/los-angeles-county-voting-system-uncertified.php>
86+
87+
Contains a summary, written for the public at large, of the issues found in
88+
the certification documents listed above, the history and context of VSAP,
89+
though somewhat critical of VSAP.
