3.28 Unique Update

Description of the problem being solved:

Update to 3.28 uniques (see: https://www.pathofexile.com/forum/view-thread/3913392#harbingerremovedasacoreleague , https://www.pathofexile.com/forum/view-thread/3913392#uniqueitemchanges)

Steps taken to verify a working solution:

• Make sure uniques and their pre 3.28.0 variants are accurate with patch notes.
• Verify Voltaxic Rift chaos invert mod works as intended.
• Verify Hand of Heresy creates 'Is the enemy Excommunicated?' in the config tab
• Verify removed harbinger uniques do not appear in unique list

Note: There are still several mods that are not supported (yet), these include:

• Bloodseeker's (5-10)% increased maximum recovery per life leech for each 5% of life reserved
• Lioneye's Glare repeat and more attack speed mods
• Sibyl's Lament reflect mods (reduced reflect on gear has been changed in 3.28)
• The Supreme Truth's Hallowing Flame mod
• Woespike's strongest impale mod
