[codex] Localize Binance strategy names in reports and notifications

What changed

• added localized strategy display names for Binance runtime surfaces
• showed strategy names in human-facing status output instead of only machine profile ids
• carried display-name fields through runtime and report paths for reuse

Why

• people reading heartbeat and report output should see the strategy name directly
• machine-facing strategy_profile still remains available for scripts and aggregation

Impact

• Binance notifications and status output are easier to read
• report consumers can use display names without losing canonical profile ids

Validation

• local pytest suite for runtime config, strategy runtime, status reports, cycle service, notification i18n, and runtime support passed for this change set
