- Adds cascading FOSS -> Language -> Tutorial dropdowns
- Uploads local media/videos to youtube using OAuth
- Tracks upload state via is_on_youtube on TutorialResource
- Grants upload access via config-driven roles (YOUTUBE_UPLOAD_ROLES)
- Adds a dashboard entry visible only to authorized roles
- Includes setup doc for Google Cloud Console
